Background

  • Union Home Minister Amit Shah launched the FCRA 2.0 Portal and the e-OCI Card initiative.
  • Objective: Strengthen digital governance, transparency, ease of compliance, paperless administration, and national security.

Foreign Contribution (Regulation) Act (FCRA), 2010

  • Regulates the acceptance and utilisation of foreign contributions by individuals, associations, and NGOs.
  • FCRA registration is mandatory for NGOs and associations receiving foreign donations.
  • Around 14,500 organisations currently hold valid FCRA registrations.
  • The Ministry of Home Affairs (MHA) processes:
    • 15,000–20,000 FCRA applications annually
    • Around 17,000 annual returns.

FCRA 2.0 Portal: Key Features

  • Hosted on MeghRaj (National Government Cloud) for secure and scalable digital services.
  • Major Features:
    • Process re-engineering
    • Integrated dashboard
    • Aadhaar-based authentication
    • e-Sign facility
    • OCR (Optical Character Recognition)-based document verification
  • Benefits:
    • Fully paperless application process
    • Reduced manual intervention

National Security Significance

  • Enables technology-driven monitoring of foreign contributions.
  • Helps detect and prevent misuse of foreign funds that may threaten national security or public interest.
  • Balances ease of compliance for genuine organisations with stricter scrutiny of suspicious transactions.

e-Overseas Citizen of India (e-OCI) Card

  • Introduced for over 50 lakh OCI cardholders.
  • Key Features:
    • No need to reissue the OCI booklet after obtaining a new passport.
    • Every OCI holder receives a unique registration number.
    • Digital card reduces risks of loss or damage.
    • Enables real-time digital verification by authorities.
