Problems with the SC Order
1. Public Health Risks

Shelters = high stress, overcrowding β aggression, fights, injuries.

Spread of zoonotic diseases (rabies, leptospirosis).

Historical failures: US βpound systemβ β capture & kill cycle.
2. Ecological Concerns

Vacuum effect: removing local dogs β migration from neighbouring States (Haryana, UP).

Dogs act as scavengers β their removal may trigger rise in rodents & monkeys.

Order contradicts WHO & NAPRE (National Action Plan for Dog Mediated Rabies Elimination) β both recommend sterilisation + vaccination.
3. Legal & Constitutional Issues

Proven Humane Solution: Animal Birth Control (ABC) Programme

Sterilisation + vaccination = only scientific, humane method.

Success in Jaipur, Jodhpur (stable population decline + rabies control).

Failures in Delhi due to: poor budgets, unmet targets, lack of accountability (MCD, AWBI).
Way Forward

Implement ABC Rules, 2023 uniformly across India.

Evidence-based targeted capture: only aggressive dogs β observed humanely.

Strengthen MCDβs accountability for rabies control & sterilisation.

Public awareness campaigns on coexistence & responsible waste management.
