What is the India Post’s DHRUVA framework?

Context

  • India Post (Department of Posts) has proposed a new digital addressing system called DHRUVADigital Hub for Reference and Unique Virtual Address.

  • Draft amendments to the Post Office Act, 2023 released to operationalise DHRUVA.

  • Follows launch of India Post’s DIGIPIN, a 10-digit alphanumeric, geo-coded PIN system.

What is DHRUVA?

DHRUVA is envisioned as a Digital Public Infrastructure (DPI) — similar to Aadhaar, UPI, DigiLocker — to standardise and digitise physical addresses in India.

Key Features

  • Creates digital address labels (similar to email IDs), e.g., amit@dhruva

  • Stores both:

    • Descriptive address (house no., street, locality)

    • Geo-coded DIGIPIN (precise location on map)

  • Works on a consent-based sharing model.

  • Intended to be used by postal, logistics, gig economy, e-commerce and other service providers.

What is DIGIPIN? 

  • Open-source, geo-coded address pin created by India Post.

  • Every 12 sq. metre area in India gets a unique alphanumeric DIGIPIN.

  • Helps in:

    • Rural/remote area locating

    • Accurate last-mile delivery

    • Overcoming poor descriptive addressing

    • Reducing reliance on PIN code alone

Components of the DHRUVA Ecosystem

India Post imagines a full institutional ecosystem:

a) Address Service Providers (ASPs)

  • Generate proxy address labels for users (like banks help create UPI IDs).

b) Address Validation Agencies

  • Verify and authenticate actual descriptive addresses.

c) Address Information Agents

  • Manage consent dashboards

  • Allow users to control who can access their addresses and for how long.

d) Governance Entity (DHRUVA Authority?)

  • Similar to NPCI

  • To manage rules, interoperability, data standards, security.

How Will DHRUVA Be Used? 

1. Consent-Based Address Sharing

  • Users can “tokenise” their address (just like UPI tokenises bank accounts).

  • Allows:

    • Time-bound sharing

    • Purpose-specific sharing

    • Revoking access anytime

E.g.,
Amazon wants your address → you provide label → you approve → they receive actual address + DIGIPIN.

2. Seamless Change of Address

  • Users moving houses can update their address once on the platform.

  • All service providers linked to the label will automatically receive updates.

3. Logistics & Delivery Efficiency

  • Improves accuracy in:

    • Postal delivery

    • E-commerce

    • Food/grocery delivery

    • Gig economy services (Uber, Dunzo, Urban Company)

4. Doorstep Service Discovery

  • Based on DIGIPIN, platforms may show what services are available at the user’s location:

    • Banking/insurance doorstep service

    • Government schemes

    • Healthcare at home

    • Postal services

    • E-commerce delivery coverage

5. Government Benefit Delivery

  • Allows hyper-accurate delivery of:

    • Postal services

    • Public services

    • Subsidies, welfare

    • Emergency services

    • Disaster response

6. Governance, Legal, and Privacy Concerns

a) Need for a Dedicated Law

  • Dvara Research points out:
    A statutory framework is required because:

    • Personal data is collected

    • Address + identity information is sensitive

    • Current Post Office Act amendments may be insufficient

b) Linking Addresses to Individuals

  • DHRUVA ties addresses to people, not to independent structures.

  • Effect:

    • Addresses become “personal data”

    • Must be shared only with consent

    • If people decline consent → incomplete datasets

This can hinder population mapping and urban planning.

c) Impact on Urban Governance

Problem:
DHRUVA’s people-linked addresses → Not suitable for building-level governance databases.

In countries where digital addressing is successful (Estonia, South Korea):

  • Address digitisation is structure-based, NOT individual-based

  • So no consent barrier

    • Water supply

    • Electricity
