RAMP Programme: Empowering MSMEs for Resilience and Recovery

Context:

The Minister of MSME launched three sub-schemes as part of the RAMP programme.

Relevance:

Schemes Launched:

  • MSME Green Investment and Financing for Transformation Scheme (MSE GIFT Scheme): Designed to assist MSMEs in adopting green technology, providing interest subvention, and credit guarantee support.
  • MSE Scheme for Promotion and Investment in Circular Economy (MSE SPICE Scheme): Aims to support circular economy projects through credit subsidy, aligning with the MSME sector’s goal of achieving zero emissions by 2070.
  • MSE Scheme on Online Dispute Resolution for Delayed Payments: Utilizes modern IT tools and Artificial Intelligence to address delayed payments for Micro and Small Enterprises.

About RAMP Programme:

  • The scheme’s objective is to support Resilience and Recovery Interventions of the Ministry of Micro, Small, and Medium Enterprises, enhancing implementation capacity, employment opportunities, and MSME coverage in states.

Interventions under RAMP Programme Include:

  • Access to technology and credit.
  • Increased access to markets for MSMEs.
  • Inclusion of the service sector, gender, and greening initiatives.
  • Expanding outreach to more MSMEs.

RAMP Components:

  • An essential aspect of RAMP is the development of Strategic Investment Plans (SIPs), with participation invited from all states/UTs. The program aligns with recommendations from the K V Kamath Committee and the U K Sinha Committee, implementing over a five-year period.
  • The RAMP programme will be overseen by the apex National MSME Council, led by the Minister for MSME.

Other Initiatives by the Ministry to Support MSME:

  • Support for Commercialisation of IP Programme (MSME – SCIP Programme): Facilitates innovators in the MSME sector to commercialize their Intellectual Property Rights (IPR).
  • ZED Scheme: Ensures 100 percent financial support for the certification cost, now offered at no cost for women-led MSMEs.
