New Classification of Industries Based on Pollution Index

Context

Recently, the Central Pollution Control Board (CPCB) has revised its classification of industrial sectors based on their Pollution Index (PI), aiming to ensure more effective pollution control and regulatory oversight.

Relevance:
GS-03 (Conservation)

Key Highlights

Revised Categorization

  • A total of 419 industrial sectors have been classified into five pollution-based categories:
    • Red: 125 sectors (Highest pollution potential)
    • Orange: 137 sectors
    • Green: 94 sectors
    • White: 54 sectors (Minimal pollution, no need for consent)
    • Blue: 9 sectors (Newly introduced category)

Methodology Update

  • Based on Pollution Index (PI) introduced in 2016
  • Equal weight is given to pollution caused by: Air emissions, Water effluents and Hazardous waste generation

The New Additionβ€”Blue Category:

  • Focused on Essential Environmental Services, which help manage pollution from domestic and industrial sources
  • Includes waste treatment services and other utilities.

Β Compressed Biogas (CBG) Plant Classification:

  • CBG plants using domestic feedstock (e.g. municipal solid waste, agro-residue, weeds) now fall under Blue Category
  • CBG plants using industrial waste will continue to be classified under the Red Category

Incentives for Industries: Sectors with good environmental compliance will benefit from faster and extended permit approvals

Significance:

  • Encourages environment-friendly industrial practices
  • Promotes sustainable development by clearly defining sectoral pollution levels
  • Supports bioenergy and waste management industries
