Manipur Conflict & PM Modi’s Visit

Context

  • PM Narendra Modi visited Manipur on September 13, 2025, for the first time after the ethnic violence broke out between Kuki-Zo (tribal minority) and Meitei (majority) communities on May 3, 2023.

  • The visit included:

    • Meetings with select Internally Displaced Persons (IDPs).

    • Inauguration of ₹8,500 crore worth of projects.

    • Public appearances in Imphal (valley) and Churachandpur (hills).

Background of the Conflict

  • Ethnic Clashes began on May 3, 2023 due to:

    • Dispute over land rights and Scheduled Tribe (ST) status for Meiteis.

    • Historical mistrust between tribal hill communities (Kuki-Zo) and valley-based Meiteis.

  • Casualties and Displacement:

    • Over 250 killed.

    • More than 60,000 displaced.

  • Imposed President’s Rule in February 2025.

  • Widespread shutdowns, protests, information blackouts.

PM’s Visit: Key Announcements

  • ₹7,300 crore projects in Churachandpur (Kuki-Zo dominated).

  • ₹1,200 crore projects in Imphal (Meitei dominated).

  • Initiated Mizoram railway project and visited Assam post-Manipur stopover.

  • PM addressed public in Hindi; many in Churachandpur reportedly did not follow the speech.

Security and Planning

  • Travel via road from Imphal to Churachandpur due to weather and helicopter unavailability.

  • Buffer zones enforced between Meitei and Kuki-Zo areas.

  • Convoy sanitized route; removed 7 checkposts temporarily for smooth passage.

  • Security camouflage: troops distanced from roads to show a “return to normalcy.”

Voices from the Ground

  • Mixed reactions from affected populations:

    • Hopeful: Some IDPs felt heard, saw it as step toward peace.

    • Skeptical: Others said investments ≠ reconciliation.

  • People continue to live in segregated zones.

  • No rail access, and NH-2 (lifeline highway) still functionally closed to Meiteis.

  • Checkpoints & blockades restrict movement and supply chains.

Social and Humanitarian Impact

  • IDPs in relief camps live in dire conditions:

    • Reports of suicides, disease, and unemployment.

    • Calls for job support, resettlement, and opening highways.

  • Survivors of sexual violence from May 2023 were not included in PM’s meeting.

    • CBI investigation ongoing; trial yet to begin.

    • Over 3,000 cases filed during the violence; little judicial progress.

  • Psychological trauma:

    • Counselling arranged via videoconference by Assam Rifles for rape survivors due to lack of local mental health services.

Infrastructure vs. Peace

  • Locals questioned:

    • “What good are projects if there’s no reconciliation or justice?”

  • Selective inclusion of IDPs criticized.

  • Some infrastructure (like roads for PM’s visit) temporarily fixed, others left broken.

  • Symbolism vs. substance: Visit seen as more political than reconciliatory.

Critical Analysis – Way Forward

Issue Recommendations
Reconciliation Initiate Truth and Reconciliation Commissions, community dialogues.
Legal Redress Fast-track trials of 3,000+ pending cases. Justice for survivors of sexual violence must be prioritized.
Infrastructure Restore critical routes like NH-2 for all communities; ensure functional connectivity.
IDP Support Provide employment, psychological aid, and housing to displaced persons.
Language Barrier Ensure communication in local languages during high-level visits for better outreach.
Political Will PM’s visit should be followed by a sustained peace-building roadmap, not one-time optics.
