Context

At the recent 9th India–U.S. Civil Space Joint Working Group meeting, NASA officially invited ISRO to participate in its ambitious ‘Moon Base’ programme. Planned for construction near the Moon’s south pole, this US-led initiative marks a watershed moment in space exploration. For India, however, this invitation sits at the complex crossroads of advanced scientific collaboration and high-stakes cislunar geopolitics.

The Artemis Evolution and NASA’s Moon Base

  • Strategic Geography of the South Pole: The lunar south pole has become the epicenter of global space ambitions because its permanently shadowed craters harbor vital water-ice reserves (crucial for life support and rocket fuel production), while its elevated ridges receive extended periods of sunlight for continuous solar power.

  • The Artemis Timeline: NASA aims to establish the first human outpost around 2030, transitioning from intermittent visits to a continuous human presence. Recent restructurings have adjusted the timeline: Artemis III (2027) is slated as an Earth-orbit crewed test flight, while Artemis IV (2028) is expected to execute the program’s first lunar landing.

  • Private-Sector Reliance: NASA is leveraging massive private-sector contracts (involving firms like Astrolab, Lunar Outpost, Blue Origin, and Intuitive Machines) to build lunar rovers, delivery systems, and communication relay networks.

Deepening Indo-US Space Synergy

India’s potential integration into the Moon Base framework builds upon a robust foundation of bilateral space cooperation:

  • Joint astronaut training for ISRO’s Gaganyaan mission by NASA.

  • The successful realization of the NASA–ISRO Synthetic Aperture Radar (NISAR) Earth-observation mission.

  • Past and future placement of NASA scientific instruments on Chandrayaan missions.

  • India’s formal signing of the Artemis Accords in 2023.

The Cislunar Geopolitical Chessboard: Two Emerging Ecosystems

Space exploration is no longer driven purely by scientific curiosity; it is increasingly shaped by great power competition, particularly the U.S.–China rivalry for influence in cislunar space (the domain between Earth and the Moon):

  1. The U.S.-Led Artemis Ecosystem: Positioned to maintain Western-led leadership and standard-setting in lunar exploration, backed by strict exclusionary protocols against nations with deep bilateral defense ties to Beijing.

  2. The China-Russia ILRS Ecosystem: The International Lunar Research Station (ILRS), announced in 2021 with a target date of 2035 near the lunar south pole, brings together 17 countries and over 50 research institutions.

The Strategic Dilemma for India: Multi-Alignment vs. Interoperability

India’s participation in the Artemis-led lunar architecture tests its enduring foreign-policy doctrine of strategic autonomy:

  • The Multi-Alignment Reality: The Artemis Accords do not legally prohibit signatories from cooperating with non-signatory nations. India has historically demonstrated multi-alignment by engaging in forums like the BRICS Heads of Space Agencies meeting (which includes China).

  • The Technological Incompatibility Trap: If India attempts to simultaneously integrate into both Western and Chinese-led lunar infrastructures, it risks facing severe interoperability hurdles. Divergent communication protocols, data formats, and operational standards mean that dual integration could force India to build two distinct, costly technological frameworks or risk dependence on a single ecosystem.

Way Forward: Charting India’s Course

  • Embrace the NASA Partnership: Given that the U.S.-led ecosystem is currently larger, technologically diverse, and legally compatible with India’s existing trajectory, India should proactively deepen its NASA–ISRO partnership.

  • Guard Against Technological Lock-in: India must prioritize open architectures and modular technology development to prevent deep dependency on any single superpower, ensuring its domestic space program retains independent operational leverage.

  • Champion Global Standards: India can utilize multilateral platforms to advocate for interoperable technical standards in cislunar space, preventing a fractured lunar geography and preserving its diplomatic space for independent scientific cooperation.
