How States Can Use Disaster Funds for Heatwaves

Context
Following recommendations from the Sixteenth Finance Commission (FC-XVI) and operational guidelines issued by the Ministry of Home Affairs, heatwaves and lightning have been officially added to India’s list of notified natural calamities (bringing the total to 14). This critical policy shift removes past financing asymmetries, enabling States to fully leverage national disaster-management funds for heat mitigation and relief.
The Evolving Financial Architecture for Heatwaves

The Past Bottleneck: Previously, heatwaves occupied an anomalous position. States could classify them only as local disasters, restricting them to a maximum of 10% of their annual State Disaster Response Fund (SDRF) allocation. Furthermore, States had to establish independent, non-standardized compensation norms.

The New Framework: With heatwaves added to the national disaster list alongside a 2024 amendment to Disaster Mitigation Fund guidelines, extreme heat is now fully integrated into the broader national disaster-finance framework.

Massive Resource Influx: FC-XVI has recommended a corpus of ₹2.04 lakh crore for State disaster funds for the period 2026–31 (a 28% increase over previous allocations), split into:

State Disaster Response Fund (SDRF): Receives ~80% of the allocation to finance immediate relief, medical response, and compensation.

State Disaster Mitigation Fund (SDMF): Receives ~20% of the allocation to support long-term risk reduction and preventive infrastructure.

States can also tap into a separate ₹79,406 crore national disaster fund corpus when regional capacities are exceeded.

How States Can Channel Funds: Response vs. Mitigation
With formal national notification, States can strategically deploy financial resources across two distinct pillars:
1. Utilizing the SDRF for Immediate Relief and Response
States can use SDRF resources to manage acute heatwave crises:

Ex-Gratia Compensation: Providing formal financial compensation to families of victims who suffered certified deaths due to heatstroke.

Emergency Medical Response: Upgrading hospital triage capacities, establishing dedicated heat-stroke wards, procuring cooling appliances, and ensuring unhindered supplies of oral rehydration salts (ORS) and intravenous fluids.

Workplace Adjustments: Financing safety protocols and relief distribution for vulnerable outdoor populations, such as agricultural laborers, construction workers, and street vendors.
2. Utilizing the SDMF for Long-Term Prevention and Resilience
Using the SDMF, States can transition from a reactive approach to proactive structural resilience, directly strengthening their Heat Action Plans (HAPs):

Cooling Infrastructure: Constructing public cooling shelters, retrofitting public buildings with cool-roof technologies, and scaling up urban green spaces.

Early-Warning Systems: Developing hyper-local, block-level heat-stress forecasting systems and disseminating real-time warnings to vulnerable communities.

Institutional Capacities: Training frontline healthcare workers, community health volunteers (ASHAs), and urban local bodies to recognize and treat cascading heat-aggravated illnesses (such as cardiovascular and renal complications).
Implementation Challenges Ahead
Despite the unlocking of funds, structural hurdles remain that States must actively address:

Scaling Up Heat Action Plans (HAPs): While roughly 300 cities and districts currently have HAPs, thousands of urban local bodies and districts remain uncovered. HAPs must transition from paper guidelines to fundable, appraisable projects.

Strengthening Health Surveillance: Current tracking captures overt heatstroke deaths but often misses indirect morbidities (cardiovascular, respiratory, and renal breakdowns aggravated by extreme temperatures). Robust loss-and-damage data is essential for equitable relief distribution.

Avoiding Financial Siling: Rather than expecting cash-strapped local bodies to self-finance, States must actively converge disaster funds with existing developmental schemes and explore innovative instruments like parametric insurance (which automatically disburses payouts when predefined temperature thresholds are crossed).
