National Adaptation Fund for Climate Change (NAFCC)

Context:

  • The National Adaptation Fund for Climate Change (NAFCC) was established to support adaptation activities in the States and Union Territories (UTs) of India that are vulnerable to the adverse effects of climate change.
  • NAFCC is implemented in project mode and till date, 30 projects are sanctioned in 27 States and UTs.
  • The Ministry of Environment, Forest and Climate Change has demarcated the Hazard Line for the entire mainland coast of India under its Integrated Coastal Zone Management (ICZM) project.
  • Further, Coastal Regulation Zone Notification 2019 has been notified to conserve and protect the unique environment of coastal stretches and marine areas to promote sustainable development.

 

About:

 

  • The NAFCC projects implemented in the states of Kerala, Tamil Nadu and Andhra Pradesh include activities relating to coastal areas and these projects are- (i) Promotion of integrated farming system of Kaipad in coastal wetlands of North Kerala (ii) Management and rehabilitation of coastal habitats and biodiversity for climate Change Adaptation and Sustainable Livelihood in Gulf of Mannar, Tamil Nadu and (iii) Climate Resilient interventions in Dairy Sector in coastal and Arid areas in Andhra Pradesh.
  • Till date, a sum of Rs. 6,35,68,108/- has been released to the State of Andhra Pradesh under NAFCC. 

 

Background:

  • The National Adaptation Fund for Climate Change (NAFCC) was established in August, 2015 to meet the cost of adaptation to climate change for the State and Union Territories of India that are particularly vulnerable to the adverse effects of climate change.
  • Government has set up a budget provision of Rs.350 crores for the year 2015-16 and 2016-17, with an estimated requirement of Rs. 181.5 crores for financial year 2017-18 for NAFCC.
  • The projects under NAFCC prioritizes the needs that builds climate resilience in the areas identified under the SAPCC (State Action Plan on Climate Change) and the relevant Missions under NAPCC (National Action Plan on Climate Change).
  • Considering the existing arrangement with NABARD as National Implementing Entity (NIE) for Adaptation Fund (AF) under Kyoto Protocol and its presence across the country, NABARD has been designated as National Implementing Entity (NIE) for implementation of adaptation projects under NAFCC by Govt. of India. Under this arrangement, NABARD would perform roles in facilitating identification of project ideas/concepts from State Action Plan for Climate Change (SAPCC), project formulation, appraisal, sanction, disbursement of fund, monitoring & evaluation and capacity building of stakeholders including State Governments.
