What is the issue?
A joint team of the Assam Rifles and the police on Saturday gunned down six members of the IsakMuivah faction of the National Socialist Council of Nagalim, or NSCN (IM), in an encounter in Arunachal Pradesh.
NSCN(IM)
- The NSCN (IM), the largest extremist group in the northeast, has been engaged in peace negotiations with the Centre since 1997.
- Some top NSCN (IM) leaders, reportedly frustrated with the “neverending” peace process, are learnt to have gone underground once again and are negotiating with Chinese agencies for a possible return to insurgency
- They have been engaged in guerrilla warfare against successive Indian administrations since the 1950s.
- One of the main demands of NSCN-IM has been the creation of a sovereign Naga territory that includes Naga-inhabited parts of neighbouring states like Manipur, Assam and Arunachal Pradesh as well as a portion of Burma across the international border, and leaders from those states have long been wary of any accord that would allow the annexation of parts of their land.
- Lack of infrastructure development in the region is one of the perceived reason for the decades’ long insurgency.
- In many areas, it runs a parallel government.
- In August 2015, NSCN-IM had entered into a historic Peace Accord (Framework Agreement) with the Union government to bring lasting peace in Nagaland.
